QUESTIONS & ADVICE - Alignment: Engaging Line
Management
During the last two months we have been discussing how all
organizations struggle with alignment issues.
In the last issue we talked about the importance of leadership
from the top of the organization to drive a balanced and consistent safety
message. Without top leadership balancing the naturally occurring
competing forces between safety, production and quality, safety typically
losses out and employees do what is natural. They get the job done the
fastest, easiest, and the most comfortable way – frequently this means
taking “short cuts” or engaging in “at-risk”
behaviors.
Delicate Balance – Management
Involvement
To maintain this delicate balance requires
on-going and continual effort on part of line management. It is imperative
that the top site manager deliver a consistent message that provides
guidance to defer to safety when apparent conflicts arise. Next he/she
must consistently be visibly involved and supporting your safety process.
This includes incorporating safety into their normal day to day
discussions and activities. Next top management must define what their
subordinate line management team must do on a daily basis in order to be
visibly involved and supporting safety.
Only when workers hear
and see their supervisors and managers consistently involved with safety
will they become engaged and make moment to moment decisions in favor of
safety.
Managing Management
The problem that top
management has is how to manage line management's involvement in the
safety process. They typically lack a system that provides data so that
they can manage safety like they manage the rest of the operations. They
need to know when their direct reports are engaged and supporting the
safety effort so they can reward and support their efforts or when they
need to counsel or hold a manager or supervisor accountable.
The
key to success is establishing a system of leading indicators that
captures appropriate safety related activities that managers and
supervisors are engaged in. Armed with this type of data management can
now manage safety on a equal basis with productivity and
quality.
Appropriate leading indicators will allow you to manage
and ensure that the entire line management team is visibly involved in
supporting your safety process. This will align the organization around
safety and doing what they preach.
When top management provides an appropriate example of
consistently being involved and supporting the safety process
so will their direct reports. This example will then domino down the
chain of command bringing what the organization
says about safety into alignment with what they do about it. Combine this
type of effort with accountability and rewards
and you have a winning combination for maintaining alignment around
safety.
Good measures (that allow you to manage) in addition to
incentives and accountability are also needed to align an
organization around safety. We will talk about these issues in the next
issue of CoreInsights.
