QUESTIONS & ADVICE - Alignment: Measuring
Performance
During the last three months we have been discussing how all
organizations struggle with alignment issues.
In the last issue we talked about the importance of managing your
sites safety leadership. Without top leadership balancing the naturally
occurring competing forces between safety, production and quality, safety
typically losses out and employees do what is natural. They get the job
done the fastest, easiest, and the most comfortable way – frequently this
means taking “short cuts” or engaging in “at-risk” behaviors.
Why Measure Performance?

This says it all when you look at the question: why measure performance?
What is equally important, however, is what you measure and what you do as
a result!
The bottom line financial reality for organizations
can unfortunately drive unwanted methods that place employees “at-risk”.
Problems occur when someone in the chain of command perceives they are
under pressure to produce bottom line financial results and the bottom
line becomes more important than how it’s created. Thus the age old
competition of production, quality vs. safety plays out. To successfully
manage these competing pressures requires a balancing act. The right mix
of metrics can help managers balance these pressures, manage the safety
process, and drive continuous improvement.
Creating
Measures
The single greatest flaw that organizations
make when creating metrics is not taking the time to develop the right mix
that is aligned with the organizations goals and objectives. Rather
metrics are used because they are easy to measure and have been
traditionally used (OSHA rates). In short they don’t provide site
specific performance information that is needed to ensure that the right
things and are being done the right way.
The most important
factors that go into creating measures are ensuring that the measures are
specific to your site needs. They need to measure key performance areas
that if accomplished will ensure your success and drive improvement. For
example, if you’re struggling with ensuring that audits are accomplished
then establish a measure for audits. If you’re struggling with attendance
and support for your safety committee meetings create a measure for
percent attendance at safety meetings.
Creating a good mix of
measures requires the identification of the absolutes that must occur and
the areas that need to improve. Create a balanced mix of performance
measures and upstream leading indicators. Keep your eye on the
performance measures but drive the system with the leading
indicators.
Manage by the
Numbers!
Once you have measures in place manage by the
numbers! Intervene and make modifications/improvements to both your S&HMS
and to the metrics as needed. Management must embrace and manage by the
metrics. This includes providing positive feedback, rewards, and holding
the organization accountable starting with themselves.
