QUESTIONS & ADVICE
Question: “We are a new VPP site. Do you have
any advice on how best to pull together our annual OSHA report?
First, before you begin to write your annual
OSHA report you need to have conducted your annual VPP program
review.
The annual VPP program review is a critical
benchmarking of your safety management systems against the VPP criteria.
Your annual OSHA report is a combination of the results from
your annual VPP program review, your site rates, and a narrative of
significant changes and or accomplishments. This is your time to market
yourself to OSHA and tell them all the good things that have happened.
Here are specific recommendations:
1.
Follow the format provided by your OSHA Regional VPP Manager
or in the absence of specific regional advice, use the format in
the TED 8.4 Appendix D
2. Ensure that you have done a thorough benchmarking against each
of the VPP criteria. Don’t pencil whip an annual program
review based on your historical knowledge.
3. Use a team
approach to perform the benchmarking review. It’s a real mistake
for just one person to write up a report from their own historical
knowledge. Your annual program review (bench marking) and the annual OSHA
report is an important feedback loop within the VPP model that is designed
to drive continuous improvement.
4. Be open and honest; report areas in need of
improvement and your plans to address them.
5. Make sure that your rate data and "applicable"
contractors (worked more than 1,000 hours in any calendar
quarter) data are accurate. Separate your rates from your
contractors.
6. Include data on significant changes and events
and, what you feel have been your significant accomplishments for
the year. Provide information on what you believe is your best practices.
Provide data on any outreach efforts.
